Incorporated in 1903, the Town of Fountain is a municipality chartered as a Mayor-Council form of government, which is a system in which the people elect a mayor. The mayor makes sure that the laws the council/commissioners make are carried out. The mayor and commissioners work together to make sure that the community government runs smoothly. The Town of Fountain administrative department is comprised of the Town Clerk/Finance Officer and a Utility Clerk/Tax Collector, who is supervised by a designated commissioner, who at this time is Commissioner Doris Edwards. The office is located in the Town Hall, 6777 West Wilson Street, and office hours are 7:00 a.m. to 5:00 p.m. Monday – Thursday and 8:00 a.m. to 12:00 p.m. on Friday.
Letha Hines is the Town Clerk/Finance Officer and began working for the Town of Fountain part time October 2000 and was hire Town Clerk/Finance Officer in 2001. The Town Clerk attends all Governing Board meeting, she keeps the Governing Board informed of key town activities as well as the Town’s financial condition. As the finance officer she is responsible for review of a $1.2 million budget, town cash flow, administration, purchasing oversight, and billing/collection oversight.
Known by “Leigh” she grew up in the Fountain area, on Sharp Point Road, moved to Fountain in 1976 to 1981, but still stayed in the Fountain Zip Code. Peggy Smith began working for Town of Fountain part time January 2002 as Assistant to the Town Clerk, then became full time as Utility Clerk and Tax Collector. Her duties include utility billing and collections also tax billing and collections.
